OVH Arch Linux Locale Cannot Set LC_CTYPE & LC_ALL cannot change locale & NextCloud set locale failed

Why I closed the “Why is Kali so hard” questionWhat should I set my locale to and what are the implications of doing so?LC_ALL: cannot change localeWhy my programs use Russian instead of English as it's set in the localeLMDE2 / MATE locale charset inconsistencyUpdated my arch linux server and now I get tmux: need UTF-8 locale (LC_CTYPE) but have ANSI_X3.4-1968“-bash: warning: setlocale: LC_ALL: cannot change locale (en_US.UTF-8)”Arch Linux: Failed to set locale. Fix your systemArch linux: locale issueHow do I set up the locale configuration on Arch LinuxKDE settings + locale - Cannot set LC_ALL to default locale: No such file or directory

.everyoneloves__top-leaderboard:empty,.everyoneloves__mid-leaderboard:empty,.everyoneloves__bot-mid-leaderboard:empty{ margin-bottom:0;

After booting into the recovery system and backing up the files, the locale for my NextCloud broke. It says "Setting locale to en_US.UTF-8/fr_FR.UTF-8/es_ES.UTF-8/de_DE.UTF-8/ru_RU.UTF-8/pt_BR.UTF-8/it_IT.UTF-8/ja_JP.UTF-8/zh_CN.UTF-8 failed."

And man can prove that there's an actual problem.

$ man wait
man: can't set the locale; make sure $LC_* and $LANG are correct

After searching for a while, I tried several things:

$ locale -a
locale: Cannot set LC_CTYPE to default locale: No such file or directory
locale: Cannot set LC_MESSAGES to default locale: No such file or directory
locale: Cannot set LC_COLLATE to default locale: No such file or directory
C
POSIX

$ cat /etc/locale.gen
en_US.UTF-8

$ locale-gen
/bin/sh: warning: setlocale: LC_ALL: cannot change locale (en_US.UTF-8)
Generating locales...
Generation complete.

Note: I also tried locale-gen with en_US.UTF-8 UTF-8, same error.

$ cat /etc/locale.conf
LANGUAGE=en_US.UTF-8
LANG=en_US.UTF-8
LC_ALL=en_US.UTF-8
LC_MESSAGES=en_US.UTF-8
LC_COLLATE=C
LC_CTYPE=en_US.UTF-8

$ export LC_ALL="en_US.UTF-8"
-bash: warning: setlocale: LC_ALL: cannot change locale (en_US.UTF-8)

After some investigation, I found that the issue is that locale never generated since there is nothing in /usr/lib/locale.

$ ll /usr/lib/locale
total 0

But the locale-gen command generates nothing... What should I do?
