I have CentOs7 cluster on local network, the network administrator(proxy) doesn't allowed to use ftp protocol.
How can I configure "eth1" on spearate network (external network) to avoid proxy restrictions on FTP in order to allowing users to downloading and installing from internet via https and ftp protocols and keeping eth0(LAN) for users access on local network only
Is that possible?

You wouldn't do that with the ethernet interfaces themselves but withfirewald
using thefirewall-cmd
utility.

If you have access to an external network on a secondary interface your admin is doing a lousy job and should be replaced. And yes, that can be done.
