Question 1 : during that 2 secs does CPU waits for the process to load or it's assigned to some other process?
My doubt : during swapping-out, a process travels from main memory to secondary memory (disk), that transfer can be performed by DMA and swapping-in can also be performed by DMA, so the idle time (i.e. 2 secs) can be utilised by CPU, by assigning some other process.
