sudo poweroff works perfectly every time without fail

but, sudo reboot after passing [ OK ] for all tests, gets to reboot: Restarting system and just stops every time with a solid, unblinking _ suggesting it's not working on anything. I've left it like this for several minutes with no change until I power cycle.

sudo dmesg | grep error only returns one result, which my research so far has told me is unrelated and not concerning:

EXT4-fs (sda2): re-mounted. Opts: errors=remount-ro

/etc/default/grub currently contains the line

GRUB_CMDLINE_LINUX_DEFAULT="reboot=bios quiet"

In place of reboot=bios I have also tried reboot=pci and acpi=force with the same result

I'm stuck for what else to try, any suggestions?

I'm running Debian 9 (Stretch) on a 2009 white macbook
