In my project, I want to use .NETCore, which is not compatible with Ubuntu 19.04, so I have to downgrade to 16.04. How can I downgrade from Ubuntu 19.04 to Ubuntu 16.04?

Leave your system alone and run the older version in VirtualBox or other emulation software?

Simply install 16.04 over 19.04. By either deleting the slices/partitions before installing 16.04. Or by asking the 16.04 installer to install on to the 19.04 slices/partitions. The installer will ask you if it's OK to overwrite/format those slices/partitions.
