I've recently configured a Ubuntu16 server and I'm getting "fail2ban started" emails sent again even though the server did not restart. I noticed this has happened twice, both times the emails came in on Sunday morning.



After this happens, I see that I have duplicate rules in my iptables -S output, and when i look at ps aux I'll find the process /usr/bin/python3 /usr/bin/fail2ban-client flushlogs running at 99.6% CPU usage.



I checked my cron lists and nothing is scheduled to execute related to fail2ban across any user.



In the fail2ban logs I see tons of warnings about utf-8 entries in the logs, so I went in and set that in /etc/fail2ban/jail.local - I just did that so I don't know what will happen.



Is this familiar to anyone? I'm not finding much, though I do see some issues regarding the utf-8
