I have a dual boot computer. I Can't shutdown or restart Linux without pressing ac power off button.
I've been dual booting with Win 7 and Linux Mint 17.3 without any 'shutdown or restart' issues until recently installing Linux Mint 18.3, Linux 19.1 and Ubuntu 18.04. No problem "shutting down or restarting while in Win 7, only with newer versions of Linux Mint and Ubuntu.
I've tried all kinds of Grub line edits to no avail. Even tried Terminal SU and Sudo commands trying various power off, restart, halts etc.
I have the same dual boot setup (Win 7, Linux Mint 19.1) in another Toshiba computer and the "shutdown and restart' functions works in both the Win 7 and LM 19.1.
My Toshiba P755 works, my issues are with my Toshiba A215 computer. Both computers are 64 bit. However, I think I have originally had a 32 bit Linux Mint 17.3 OS loaded on my Toshiba A215 computer.
I just booted into LM 17.3 32 bit from a cd into the A215 computer (without actually loading) and was able to "shutdown" by selecting the normal way from LM 17.3.
I downloaded the LM 19.1 32 bit version to a disc and booted it up. I was not able to 'shutdown or restart' without pressing the ac power button. Obvious conclusion, there is something peculiar about the Linux programing in the later Linux versions which keep them from allowing my Toshiba A215 computer from being able to 'shutdown/restart' other than via the ac power button.
Of interest, when I boot off of the cd Linux Mint gives an error "Cinnamon Crashed, Running in Fallback Mode. I select no so I test the program while running the cd. Another message pops up "running in Fall Back mode?" Is this a clue something in my hardware is limiting the full capability of LM 19.1 from running properly and its this same anomaly which is restricting the shutdown/restart issues?

Try to provide more information, what do you mean by "unable"? Does it fail with a message, or just silently not work? When in the terminal, what are you trying to run and what does it output?

Try to provide more information, what do you mean by "unable"? Does it fail with a message, or just silently not work? When in the terminal, what are you trying to run and what does it output?
