My laptop freezes on a specific cycle while on wifi

I have a Acer Aspire laptop and an Actiontec T1200 router. My laptop freezes once an hour on a specific rolling cycle. It freezes for 85 seconds runs for 5 seconds, freezes for 85 seconds --- sometimes once, sometimes 6 times. I use the "uptime" on Task Manager CPU to confirm the interval.
My ISP cannot answer the problem and just says "Buy a new computer". It could be their router, they say no. They also blame my wifi card. I cannot figure out how the "time slot" can be so precise if it was a wifi card. What does a wifi card have in it that would be a timer?
I have taken the laptop to a coffee shop or two and it works fine.
Does a router have a "time" function of some kind.
