It is totally out of control. It is jumping everywhere, in no particular direction. It is worse when connected to the internet. Adds words /text to body in large amounts. Much worse after ubuntu "fresh install", though it was happening before fresh install, but now 10x's worse. Happens with and without a mouse.
The problem seems to be non-existent with liveusb, ubuntu 18.04.2, which I'm using now; but I need to fix it for my main OS/desktop. Asus-x555lab; 64bit; 18.04.3 ubuntu. My touchpad mouse doesn't seem to be working in any of my OS's.

With this little information it is difficult to help. Please edit your question to add more information. What computer do you use? Does this happen after a fresh install? Or after installing/configuring something? Did you try with a different mouse?

Apparently you should install thetoucheggpackage and see if that helps.
