What I've noticed while resolving the overheating issue is my AMD Quad Core cpus always remain at 800 MHz (minimum) on idle and on intensive task it almost always stays at 3200 MHz (maximum) BUT the Intel Core i7 cpus neither reach 3500 MHz (maximum) on intensive task nor stay calm at 800 MHz (minimum) on idle. On intensive task most of the time Intel Core i7 stays below 3000 MHz and seldom reach 3200 MHz. Here's how AMD looks like on idle:

enter image description here

and here's Intel on idle:

enter image description here

I don't know what do Intel cpus do on idle, these MHz numbers fluctuate all the time! So to make it behave like AMD, I wanted to set AMD's governor, i.e. schedutil, for Intel and here's what it said:

[emon@haque ~]$ sudo cpupower frequency-set -g schedutil
Setting cpu: 0
Error setting new values. Common errors:
- Do you have proper administration rights? (super-user?)
- Is the governor you requested available and modprobed?
- Trying to set an invalid policy?
- Trying to set a specific frequency, but userspace governor is not available,
for example because of hardware which cannot be set to a specific frequency
or because the userspace governor isn't loaded?

Is it possible to change the governor on Intel Core i7 (other than available two, i.e. performance and powersave)? If it is, how? More information on these cpus is here.

EDIT

The only time it stays at 800 MHz is when I watch video on YouTube or BitChute. If I use other programs on this laptop or play local video with vlc player, It never comes close to 800 MHz!

enter image description here

As long as I keep watching videos online, it's always at 800 MHz and as soon as I quit YouTube or BitChute, it all of a sudden jumps up to 1500-3000 MHz and keeps fluctuating in that range, strange! Most of the time it's above 2000 MHz on idle.

Why is it so?
